EVSU-CC Gears Up for Procurement Transition with RA 12009 Training

CARIGARA, LEYTE — The Eastern Visayas State University-Carigara Campus (EVSU-CC) is taking a proactive step toward a new era of government purchasing through a re-echo seminar conducted on September 12, 2025 held at the Audio Visual Room to brief all department and unit heads—the campus’s key end-users—on the significant changes outlined on Republic Act (RA) No. 12009, or the New Government Procurement Act signed by President Ferdinand R. Marcos Jr., on July 20, 2024.

This comprehensive new law revises RA No. 9184 and aims to modernize procurement processes across the Philippines including SUCs such as EVSU by promoting transparency, competitiveness, efficiency, and accountability in the use of public funds. The legislation introduces key changes, including a push for digitalization, simplified procedures, and a stronger emphasis on ethical practices. For a state university that manages its own funds, understanding these new rules is crucial for compliance and the prudent use of resources.

Campus Director Dr. Renato E. Martija underscored the importance of the training in his remarks. “Procurement is not about simply purchasing goods, it is about investing in the future,” he stated. “Every book acquired, every facility upgraded, is a silent partner in shaping the minds of our learners.”

The seminar, a collaborative effort by the Bids and Awards Committee (BAC), Budget Office, Supply Office, and Accounting Office, provided a comprehensive overview of the new procurement landscape. Dr. Anabelle T. Cerezo, the BAC Secretariat, led the discussion on the new modes of procurement outlined in the law’s Implementing Rules and Regulations. Following this, Budget Officer Jose Mari Baluran, CPA, provided insights into budget management under the new framework.

The training, which was a re-echo of a broader initiative, highlights EVSU-CC’s commitment to adapting to the new law, which all government agencies and State Universities and Colleges (SUCs) must comply with during a three-year transition period.  By equipping its staff with this knowledge, EVSU-CC is ensuring its procurement activities are not only compliant but also efficient and aligned with the government’s push for good governance.

The event was a collaborative success, with contributions from the BAC Office, led by Chairman Dr. Gaudencio Fernandez; the Supply Office, administered by Pamela Digman, MM; the Accounting Office, headed by Mary Jane G. Daang, CPA, MPRM; and the Budget Office, led by Mr. Jose Mari Baluran, CPA.
