CARIGARA, LEYTE – To improve institutional efficiency and increase employees’ understanding of key regulations, the Eastern Visayas State University – Carigara Campus (EVSU-CC), through the initiative of the Human Resources Management Office (HRMO) led by Judy Joyce Diaz, MBA, MM, successfully conducted a two-day seminar on “Reorientation on Administrative Rules and Policies Cum: Prime HRM Awareness” from September 10-11, 2025, at the campus.

The seminar provided a thorough overview of the latest administrative rules and policies governing university operations. Key topics included fiscal management, a review of administrative rules and guidelines, and ethical guidelines as outlined in RA 6713, or the Code of Conduct for Public Officials and Employees. The HRMO emphasized that this reorientation is crucial for maintaining transparency, accountability, and legal compliance within the institution.

Day one of the training highlighted “PRIME HRM Awareness,” led by Ms. Honeylee Cadavis, MM. Her discussion aimed to streamline the campus for the institutionalization of best practices in human resource management, to meet the standards set by the Civil Service Commission (CSC). “Always remember, public office is a public trust…we must fulfill our duty with utmost responsibility,” Ms. Cadavis remarked.

On the second day, the focus shifted to budget management with speakers Ms. Ruby N. Mancio, CPA, and Ms. Evone Mae Karmelie B. Bernardo, CPA. They stressed the importance of effective budget management to ensure that all allotted funds are used efficiently and effectively.

The successful completion of the seminar is a significant step for EVSU-CC in its ongoing efforts to strengthen its administrative framework and enhance its human resource management capabilities. The knowledge gained from this event is expected to positively impact the campus’s efficiency and governance in the upcoming academic year.
